PASSENGERS WITH DISABILITIES (PWD)
Ulyanovsk Airport provides personalized assistance to passengers with disabilities throughout their time in the terminal, as well as during boarding and disembarkation. We strive to make your stay at the airport as comfortable as possible and offer all necessary support, including wheelchair availability.
When booking and purchasing your airline ticket, you must specify any special services or assistance you will require at the airport and during the flight. Please inform your airline or ticketing agent of these needs at the time of booking, but no later than 48 hours before departure. Additionally, please complete the assistance request form on the official website of Ulyanovsk Airport.
When requesting assistance, please provide the following information:
- Date and flight number
- Airline name
- Nature of your disability or mobility limitation
- Whether you use a wheelchair (including its dimensions, foldability, and battery type)
- Whether you use crutches or travel with a guide dog
- Your contact information
- Services you require*

In accordance with Article 25 of the Federal Aviation Regulations “General Rules for Air Carriage of Passengers, Baggage, and Cargo and Requirements for Passenger, Shipper, and Consignee Services,” passengers must coordinate the following types of carriage with the carrier (airline):*
- A seriously ill passenger.
- A passenger requiring transportation on a stretcher.
- A deaf passenger traveling unaccompanied.
- A blind passenger traveling with a guide dog.
- An unaccompanied blind and/or deaf passenger who will be under the carrier’s supervision during the flight.
- A passenger with limited mobility and/or a medical condition requiring special attention during service (a passenger with reduced mobility).
*The carrier reserves the right to refuse carriage if the passenger’s physical condition poses a threat to flight safety or causes discomfort to other passengers. For clarification, please contact your airline.
In accordance with subparagraphs 1–5 of paragraph 7 of Article 106.1 of the Federal Law No. 60-FZ of March 19, 1997, “Air Code of the Russian Federation,” passengers with disabilities and other persons with limited mobility are entitled to the following services at the airport free of charge:
1) Escort and assistance with movement throughout the airport premises (including boarding and disembarking from transport vehicles), check-in and baggage handling for air carriage, pre-flight and post-flight security screening, border and customs control, aircraft boarding and disembarkation, and baggage claim upon arrival.
2) Provision of mobility aids (including wheelchairs) to enable passengers with disabilities and other persons with limited mobility to move around the airport.
3) Accessible presentation of essential airport information through both visual and audio formats to ensure it is perceivable by passengers with disabilities and other persons with limited mobility.
4) Assistance with boarding and disembarking the aircraft, including the use of specialized lifting equipment (e.g., ambulift) for passengers who are unable to move independently.
5) Temporary provision of a wheelchair to passengers with disabilities or other persons with limited mobility who are unable to move independently, in the event of a delay in delivering their personal mobility device to the destination or transit airport, or if the device is lost or damaged during air transport.
6) Other services as stipulated by the Federal Aviation Regulations.
For Passengers Departing from Ulyanovsk Airport
Designated parking spaces equipped with appropriate signage are available on the forecourt area for vehicles transporting passengers with disabilities and other persons with limited mobility.
To receive the assistance and escort you need at Ulyanovsk Airport, you may approach the check-in or information desks directly at the airport.
Additionally, an assistance call button is located at the terminal entrance (before the security checkpoint). By pressing it, you can request escort services directly from your current location.

A dedicated room for passengers with disabilities and persons with limited mobility has been equipped at the airport to provide specialized assistance.
The airport is equipped with modern wheelchairs suitable for all aircraft types to assist passengers with mobility needs both within the terminal and during boarding. Wheelchairs are available at the airport medical station and are provided free of charge.
Baggage Services
Baggage and transportation assistance services for passengers with disabilities are provided free of charge.
The free baggage allowance on board the aircraft is set by the airline.
In accordance with the Regulations for the Carriage of Dangerous Goods on Board Aircraft, if you need to check in a wheelchair with a wet-cell (liquid electrolyte) battery as registered baggage, we kindly ask you to either inform the check-in agent about the procedure for disconnecting the wheelchair’s battery or provide the relevant certification documents.
Room for Passengers with Disabilities and Persons with Limited Mobility (Open 24/7)
The airport features a dedicated room for passengers with disabilities and persons with limited mobility, fully equipped in accordance with accessibility standards.
The room is located on the first floor, left wing of the terminal building. To access the room, please present your boarding documents and either a disability certificate or other relevant medical documentation.
Inside the room, you’ll find:
- Attentive and qualified staff
- A dedicated phone line to call an airport assistance officer (SOP) or a paramedic from the medical station
- Free Wi-Fi access
- Specially adapted restrooms
- A comfortable lounge area with a large plasma screen

Passenger Screening
Passengers with disabilities and persons with limited mobility undergo security screening in a comfort screening area.
If you have an implanted pacemaker, please inform security personnel before the screening begins. Carry a medical certificate confirming its presence.
Transportation and Boarding onto the Aircraft
Passengers with disabilities are transported from the terminal building to the aircraft via a bus equipped with a ramp and a dedicated wheelchair area. Upon arrival at the aircraft, specially trained airport staff assist them onto the plane using a wheelchair.
For Passengers Arriving at Ulyanovsk Airport
When checking in for a flight to Ulyanovsk Airport, you must specify any special assistance or services you will require upon arrival. If you have already completed self-check-in via mobile check-in or the airline’s website, please visit the check-in counter at your departure airport to request that a remark be added to your booking regarding the assistance you need upon arrival in Ulyanovsk.
After the aircraft lands at Ulyanovsk Airport, assistance and escort services will be provided to you in accordance with civil aviation regulations once all other passengers have disembarked.
